3. List of documents for valuation of buildings and structures…
  1. Documents on acquisition of building/structure (depending on the acquisition basis), registered by the state authority for real estate registration (contract of sale, gift contract, privatization contract, court decision, certificate of inheritance right, act of the state commission on acceptance and commissioning of the completed facility for buildings built at its own expense, or other bases of creation of a property right, etc.);
  2. Inventory file (technical certificate of building/structure);
  3. Certifying document for land lot (Private ownership act; Act of temporary land use for a fee (rent); Act for right of permanent land use);
  4. Certificate of state registration of rights (encumbrances) for real estate and related transactions;

  1. Vehicle registration certificate

5. List of documents for valuation of construction in progress…
  1. Project (document) containing the characteristics of the object and approved by local government agencies of architectural and building control;
  2. Construction documents — a copy signed by the applicant’s manager and sealed by the applicant;
  3. Private ownership act or act of temporary land use registered by the corresponding agency (accompanied by long term land lease agreement);
  4. Permission for project’s construction and installation works (a copy signed by the applicant’s manager and sealed by the applicant);
  5. Agreement with the prime contractor to perform project’s construction and installation works (a copy signed by the applicant’s manager and sealed by the applicant);
  6. State license of the Builder/Contractor for construction and installation works — a notarized copy;
  7. Contracts of sale and delivery, other purchase contracts for building materials – copies signed by the applicant’s manager and sealed by the applicant;
  8. Form No.2 (Act of Acceptance 2c) — a copy signed by the applicant’s manager and sealed by the applicant;
  9. Form No.3 (Information on value of work done) — a copy signed by the applicant’s manager and sealed by the applicant;
  10. A report of the base materials consumption during construction in comparison with operating standards — a copy signed by the applicant’s manager and sealed by the applicant;
  11. State license for construction and installation works — a notarized copy;
  12. RDS RK 1.03–02–2010 (regulation for customer-builder) Documentation is mainained in accordance with SNIP RK 1.03–6–2012.
6. List of documents for valuation of equipment…
  1. Supply contracts, sales contracts — copies signed by the applicant’s manager and sealed by the applicant;
  2. Receiving papers (waybills, invoices, transfer and acceptance acts) – copies;
  3. Customs declarations — copies;
  4. Technical documentation — original or copies signed by the applicant’s manager and sealed by the applicant;
  5. Documents confirming the payment for equipment — copies signed by the applicant’s manager and sealed by the applicant (if any).
  6. For legal entities: "Fixed Assets” account statement indicating the original cost of the equipment, the date of entering on the balance sheet, accumulated depreciation, residual value, year of commissioning and inventory number.
7. List of documents for valuation of goods for sale…
  1. Supply contracts, sales contracts — copies signed by the applicant’s manager and sealed by the applicant;
  2. Receiving papers (waybills, invoices, transfer and acceptance acts) – copies;
  3. Certificates of conformity (in case goods are subject to certification in accordance with the laws of the Republic of Kazakhstan) — copies signed by the applicant’s manager and sealed by the applicant.
  4. Turnover balance sheet on commodities and materials accounting as of month start for 12 months;
  5. Warehouse certificate at the date of inspection, stamped and signed by an authorized person;
  6. Documents confirming the payment for goods – copies (if any).
8. List of documents for valuation of stock, securities…
  1. State registration certificate of the stock issue — a copy stamped and signed by authorized person of the issuer;
  2. Share package sales contract, share package acceptance and transfer act — a copy (if any);
  3. Documents confirming payment for the stock pledged – a copy;
  4. Statement of the security holder’s account;
  5. Stock placement report approved by the authorized agency – a copy;
  6. Stock issue prospectus – a copy;
  7. Issuer’s foundation documents – a copy;
  8. Issuer’s financial documents (Forms No.1, 2, 3) for the last three years and the last accounting quarter (stamped and signed by the authorized person of the issuer).
  9. Breakdown of bills receivable (formation date, maturity date under the Agreement), accounts payable, stock, other balance sheet items;
  10. List of fixed assets (titles, inventory number, year of commissioning, initial cost, accumulated depreciation, current date balance);
  11. Information on the cost of acquisition and retirement of fixed assets over the past three years, signed by the applicant’s manager, accounting manager and sealed by the applicant;
  12. Brief history of the enterprise, indicating the date of its foundation and the dates of commissioning of basic facilities; description of the object’s location relative to the main suppliers and consumers; current capacity of the enterprise, planned load; development prospects of the enterprise; enterprise personnel data – signed by the applicant’s manager, accounting manager and sealed by the applicant;
  13. Breakdown of income and expenditures for the last two years – copies signed by the applicant’s manager and sealed by the applicant;
  14. Breakdown of all balance sheet and P&L statement items, copies signed by the applicant’s manager and sealed by the applicant;
  15. Land lot title certificate;
  16. Vehicle registration certificate;
  17. Technical certificates for real estate.
9. List of documents for valuation of pulse crops…
  1. Grain receipt (warehouse receipt and mortgage certificate);
  2. Grain storage contract between the Applicant and grain-collecting station (GCS) – a copy signed by the applicant’s manager and sealed by the applicant;
  3. Documents confirming the payment for GCS storage services – copies;
  4. Statement from the register of the GCS on the amount of grain and the presence (absence) of encumbrances on it;
  5. In case GCS is not a member of the grain receipts guarantee fund, a copy of the civil liability insurance contract of GCS, insurance policy and payment documents confirming the payment of rate of insurance must be submitted – copies.
  6. Certificate confirming the goods turnover in currency denomination per each month for 1 year prior to the current date, stamped and signed by the pledger’s chief executive officer, chief accountant.
  7. Estimation confirming the formation of transfer price for goods and materials as of current date, stamped and signed by the pledger’s chief executive officer, chief accountant.
  8. State license for the grain storage activities.
10. List of documents for valuation of oil products…
  1. Documents confirming the ownership of oil products (supply contracts, sales contracts, waybills, invoices, payment documents, customs documents, contracts with oil depot for oil products storage) — copies signed by the applicant’s manager and sealed by the applicant;
  2. Documents confirming payment for petroleum products offered as collateral – copies (if any).
  3. Agreement between the applicant and oil depot for oil products storage (submitted in cases when the Applicant has no facilities for storage) – a copy signed by the applicant’s manager and sealed by the applicant;
  4. Turnover balance sheet on commodities and materials accounting;
  5. Report on the oil production for previous year, approved by the authorized body (if the applicant produces oil) – a copy signed by the applicant’s manager and sealed by the applicant;
  6. Oil production program for the current year, approved by the authorized body (if the applicant produces oil) – a copy signed by the applicant’s manager and sealed by the applicant;
  7. Applicant’s report on actual oil production for the previous three calendar months (if the applicant produces oil) – a copy signed by the applicant’s manager and sealed by the applicant.
11. List of documents for valuation of aircraft…
  1. State license for civil aviation activities (carriage of passengers, cargo, etc.);
  2. Documents under which the Applicant acquired ownership of the property offered as collateral (sales contracts, transfer and acceptance acts, auction sale protocol, court decision, customs cargo declarations, specifications, etc.);
  3. Documents confirming the payment for property – copies (if any).
  4. Certificate of the aircraft state registration issued by the State Air Registration Board of the Republic of Kazakhstan;
  5. Certificate issued by the State Air Registration Board of the Republic of Kazakhstan confirming that aircraft belongs to the pledger.
  6. Air operator certificate;
  7. Certificate of aircraft airworthiness, noise acceptability;
  8. Documents confirming aircraft insurance, including insurance policy and payment documents confirming the payment of insurance premium – copies;
  9. Certificate indicating names, year of commissioning, serial numbers (of engine and airframe), original and residual book value, specifications and current status — stamped and signed by the pledger’s chief executive officer, chief accountant.
12. List of documents for valuation of marine and river vessels…
  1. State registration certificate of a marine vessel;
  2. Documents under which the Applicant acquired ownership of the property offered as collateral (sales contracts, transfer and acceptance acts, auction sale protocol, court decision, customs cargo declarations, specifications, etc.);
  3. Documents confirming the payment for property offered as collateral – copies (if any).
  4. Certificate from the authorized body, confirming that marine vessel belongs to applicant and absence/presence of encumbrances on it (mortgage, seizure);
  5. Qualifying certificate for the vessel;
  6. Passenger certificate (for passenger vessels);
  7. Documents confirming marine vessel insurance, including insurance policy and payment documents confirming the payment of insurance premium – copies (if any).
  8. Technical documents – certificates, marine vessels inspection acts issued by the authorized body based on the results of the marine vessels inspection (initial and/or periodical inspection acts as well as supplementary inspection acts in case of accidents, repair or reconstruction).

  1. Property acquisition documents (depending on the acquisition basis) registered by the real estate government authority (sales contract, gift contract, court decision, local executive body decision, lease agreement or other bases of creation of a land lot title);
  2. Certifying document for land lot (Private ownership act; Act of temporary land use for a fee (rent); Act for right of permanent land use);
  3. Certificate of state registration of rights (encumbrances) for real estate and related transactions (if any);
  4. Documents confirming full payment for land lot or land use right (if the land is acquired on a remuneration basis), documents confirming payment of lease rents — copies (if any);
  5. Act of determination of the cadastral (estimated) value of land lot (for agricultural lands);
  6. A list of all rights of third parties for the land lot/land use right known to the applicant at the time of pledge – certificate on presence/absence of rights (encumbrances), signed by the applicant’s manager and sealed by the applicant (if the applicant is a legal entity) or signed by the applicant (if the applicant is an individual) (if any);
  7. For agricultural lands: land use data, crop yield certificate for the past 3 years, prime cost certificate for the last 3 years, additional information on request.
15. List of documents for valuation of subsurface use right…
  1. Contract between the owner and the applicant (possessor of a right) for exploration, production, combined exploration and production, construction and/or operation of underground facilities not related to exploration and production, state geological study of subsoil assets;
  2. State registration certificate for the contract on subsoil use operations;
  3. Act of temporary land use for a fee;
  4. Agreement of temporary land use for a fee;
  5. An opinion of the state environmental expertise on the draft contract;
  6. Geological allotment;
  7. Expert advice on the volume of stocks;
  8. Certificate on approved reserves by categories;
  9. Work program (preferably in electronic form) broken down by years (expand by each year);
  10. Financial documents on forms 1,2,3 of All-Russia Classifier of Management Documentation for the last three years with full interpretation;
  11. Business plan of investment project;
  12. Information on extracted reserves (in case of ​​production);
  13. Amount and name of the equipment with the date of entering on the balance sheet, wear and residual value at valuation date. If the equipment has not yet been purchased, it is preferable to provide information about the equipment planned to be bought, the sum and year of the planned purchase;

  3. Certificate from the Department of Agriculture (Agriculture Division) and corresponding Akim (Akimat) of the province (district, town, village), confirming that the applicant owns the animals offered as collateral;
